Open Enrollment for state employee health benefits and Flexible Spending Accounts (FSA) will take place May 15–29, 2026. During this period, employees can enroll in or change health plans, elect or re-elect FSAs, add or remove dependents, or waive coverage. Elections made during Open Enrollment take effect July 1, 2026.
Employees are encouraged to review the Spotlight publication and resources on the Virginia Department of Human Resource Management’s Open Enrollment webpage.
Starting May 15, elections can be submitted online through Cardinal, or via a printed and signed enrollment form submitted to their HR Consultant by close of business on Friday, May 29, 2026.
Employees must take action if they wish to participate in Premium Rewards or enroll in an FSA, as FSA elections do not carry over automatically from year to year.
No action is required if there are no changes to health coverage and the employee is not participating in Premium Rewards or an FSA.
