Cell phone stipends are paid monthly on the first pay period of each month. The check date for the first pay period falls on or around the 16th of the month. The current cell phone stipend amount is $80. The Commonwealth of Virginia caps the non-taxable portion of the stipend at $45 per month. The remaining $35 of the stipend is considered taxable.
