Purpose
Business Analysts create detailed business analysis, outlining problems, opportunities and solutions for the college. They elicit, analyze, specify, and validate the business needs of college stakeholders. They provide business analytics for decision making through the development of queries and reports. This program is for colleges that have been unable to provide business analyst support for the college nor can a full time BA be justified for the college. The SO will support the college through the shared BA program by providing a part-time Business Analyst to develop reports, support projects, develop documentation, provide training for business processes, and help to redesign and optimize business processes at the college. In order to better support the college and their business analyst needs, the System Office (SO) will create a position and charge for these services. Upon agreement, the SO will provide the following business analyst support services to the college.
Roles and Responsibilities
VCCS System Office agrees to:
Vice Chancellor, ITS
- Ensure all objectives and deliverables outlined in this MOU are provided.
ITS Manager Business Process Support Services
- Coordinate activities for the shared business analyst
ITS Manager Business Process Support Services/Shared Business Analyst/College CIO/Other IT resources
- Participate in meetings as needed
College agrees to:
College CIO:
- Provide cooperation and assistance in identifying and prioritizing requirements
- Provide office space and any equipment needed to work onsite
- Designate a single point of contact who is responsible for day-to-day activities required to support and assist the business analyst
- Institute and maintain an open line of communication with System Office ITS personnel
Deliverables by Shared Business Analyst
Business Analyst is not allocated to the individual organization. The primary focus is on delivering the necessary personnel effort to achieve the stated objectives and to meet the related deliverables:
Develop queries and reports
- Provide high priority queries and reports within 5 business days of receiving requirements and low and medium priority queries and reports within 10 business days of receiving requirements
Provide tier one support for business applications
- Respond to submitted tickets within 1 business day for high priority or emergency issues. Respond to submitted tickets within 2 business days for medium and low priority tickets.
Provide training for business processes
- Conduct training within 30 days of initial meeting to review training needs.
Provide project support
- Service to commence within 2 weeks of request for service
Document business processes
- Provide final documentation within 30 days of initial meeting to review request for documentation.
Provide business process re-engineering services
- Services to commence within 2 weeks of request for service subject to availability of needed resources
Funding:
The total proposed cost for the Shared BA position is based off a college's FTE amount. This includes salaries, benefits, and miscellaneous expenses (travel, training, etc.). The cost to each college is based on the total estimated costs necessary to support the position(s) and assumes that the participation of a minimum of three colleges/agencies is necessary to fully support the position(s). The actual cost could vary depending on the salary offered, timeframe for filling position(s), and sustaining potential state mandated changes in compensation and benefits.
Since the responsibilities per college depenedent on the FTE for the college - Divide the total cost of the resource by the proportion of FTE for the college.

Timeframe
This MOU and cost is for a three-year agreement and will be subject to renewal in three-year increments thereafter. Renewals will coincide with fiscal years of the VCCS (July to June).
